Lucie was born in Hagerstown, Maryland on April 7, 1936 to Lucie Pearl Carrington and Thaddeus Allen Wastler. She spent the first six years of her life in Maryland before her family moved to Pensacola, Florida. She was a graduate of Western Carolina University and spent her career in elementary school education. She met her husband, David Howard Lowe, at a USO dance. They dated for a few months before the Navy sent him to Cuba. They married in 1961.<\/p>\n<p>Lucie was a member of First Baptist Church of Upper Marlboro for 42 years where she served in various capacities, including Sunday School teacher, Deacon\u2019s wife, and ran the kitchen for Wednesday evening church suppers with her husband. She loved her Lord and Savior, Jesus Christ and it showed through her interactions with others, her service at church, and the way she raised her children.
